What is a good exercise with free w/ or w/out free weight to tone up your rear deltoids?

Forgot the name. With dumbells in hands sit down and bend forward so your upper body is almost parallel with ground. From arms straight down raise them to the side with elbows locked at slightly bent until they are parallel with ground.

It is similar to the one standing up where you raise your arms in front of you (from being straight down) with arms straight to develop front deltoids.

Get some small weights and get in somewhat of a crouch. Then take the weights from in front of you outward. You should be pulling up some. Will also tone between your shoulder blades up to your neck.
Or, without weights, act like you’re elbowing someone behind you. You might find the weights easier to work with.

You know that machine with the handles that most people use for their pecs? (Usually just called a fly) Sit on it backwards so that your head is facing the pad & you are straddling the seat. Grip the handles and pull them backwards. This is the "reverse fly" – it can also be done with cables or free weights.

This is the only picture I could find:
